Chapter 1. General Provisions

  1. 1. These Guidelines for organizing classes during the period of restrictive measures,related to preventing the spread of coronavirus infection(further - Methodological recommendations) developed in order to create optimal conditions for an organized start of the new school year in preschool organizations. Methodological recommendations are used by all educational organizations, regardless of ownership.
  2. 2. Forms of organizing classes in preschool organizations (Further – TO) are determined depending on the sanitary- epidemiological situation:

1) organization of classes (consultations) in remote format;

2) organization of duty groups;

  1. Classes (consultations)in a remote format for children of preschool age - training (consultation) at home, where, under the guidance of parents, children study and fulfill the tasks of teachers (predominantly older groups, preschool groups/classes).
  2. Organization of duty groups at the request of parents- a form of organization of educational activities in a regular mode in compliance with sanitary requirements on the basis of decisions of local executive bodies in agreement with the chief state sanitary doctors of the respective territories.

Chapter 2. Order aboutorganizations classes (consultations) in remote format

  1. Conducting remote classes, video classes for pupils satisfies the needs of the parent community and the fulfillment of the social order, as well as accompanying the parents of pupils through the use of distance learning technologies.

1) School leaders (in the presence of mini-centers) and preschool organizations to ensure that parents are informed (legal representatives of children) and organization of distance learning for children of senior groups and groups / classes of pre-school preparation to organize work on (at the request of the parents):

– organize distance learning, aimed at the development of children of preschool age of the Model Curriculum of Preschool Education and Training;

  1. Recommendations for distance learning:

The asynchronous format of the lesson is the interaction of the teacher with parents and pupils through the capabilities of electronic platforms.

  1. Recommendations for the use of electronic platforms for distance learning:

Educational Internet platforms are recommended for distance learning, as well as the use of e-mail and other means of communication.

Chapter 3. Organization of the work of duty groups

Guidelines on the organization of the educational process in organizations of secondary education during the period of restrictive measures,related to preventing the spreadcoronavirus infection

Chapter 1. General provisions

  1. 1. These Guidelines for the organization of the educational process in organizations of secondary education during the period of restrictive measures,related to preventing the spread of coronavirus infection(further - Methodological recommendations) developed in order to create optimal conditions for ensuring an organized start of the new academic year in high school. Methodological recommendations are used by all educational organizations, regardless of ownership.
  2. 2. The forms of organization of the educational process in secondary education organizations are determined depending on the sanitary- epidemiological situation:

1) In order to preserve the health of students, teachers and other employees, the educational process will be organized in a remote format in pre-school, 1-11 (12) classes.

2) For elementary students 1-4 classes of educational organizations, duty classes can be organized at the request of parents or legal representatives with a contingent of up to 15 children in the classroom. Enrollment of students is carried out at the request of parents or legal representatives of children if there are appropriate conditions in schools.

3) It is allowed to operate in the regular mode of rural schools with a small contingent of 5 to 180 a person with a number of children in classes up to 15 a person with strict hygiene measures.

4) With a decrease in the incidence of the population, a gradual transition of schools to combined and full-time education formats will be carried out in compliance with sanitary requirements. Students will be the first to switch to the above format 1-4 classes with strict sanitary safety measures. Preschool, 5-11 Classes will continue learning remotely.

5) With further sustainable improvement of the sanitary and epidemiological situation, students of pre-school, 5-11 classes will switch to normal mode in compliance with strict sanitary safety measures.

4) In special boarding schools for children with special educational needs (including for orphans, left without parental care), in boarding schools of a general type on the basis of applications from parents, if there are conditions, it is possible to organize work in a closed mode with the restriction of all external contacts in compliance with strict sanitary and epidemiological requirements.

5) When the school moves from distance learning to regular mode, students can remain in distance learning at the request of their parents. To do this, parents must submit an application according to the model, presented in the Appendix 1.

– prepares educational material in accordance with the purpose of the lesson (electronic textbooks, video footage, TV lessons, presentations, etc.);

– recommends students learning material for self-study;

– provides an opportunity for students to watch a TV lesson or video lesson at any time, posted on an electronic platform or recorded by the teacher himself;

– recommends accessible digital educational resources, hosted on internet platforms;

The teacher develops tasks for summative work (hereinafter - SOR, SOCH) in accordance with the curriculum, according to the content of the completed educational material of the quarter, half a year.

The teacher makes tasks of summative work for students 2-11 classes based on the technical specification of tasks COP and COP. In order to prevent cheating of the answers of the SOP and SOC, it is recommended, to the extent possible, to offer assignments of a creative nature, practical tasks, projects, essay and others.

For children studying at home for medical reasons, with special educational needs, the teacher develops individual tasks, taking into account the teaching load and the educational material studied by them.

  1. The structure of summative work assignments

Tasks, including questions with multiple choice answers, requiring short and detailed answers:

  • in questions with multiple choice answers, the student chooses the correct answer from the proposed answers;

2) in questions, requiring a short answer, the student writes down the answer in the form of a word or a short sentence;

  • in questions, requiring a detailed answer, the student writes down the answer in the form of a sentence.

  • Develops criteria for assessing the educational achievements of students.
  • Checks the content of tasks, in order to objectively assess the educational achievements of students.
  • Includes tasks for the development of functional skills in students.
  • Sends COP assignments to students via available means of communication (placement in an electronic journal, on the internet platform, email, chat, tellegramm et al.)
  • Makes sure that the COP assignment is received by the students of the class.
  • Provides options to prevent cheating responses.
  • If necessary, consults through available means of communication.
  • Complies with the use of measurable criteria in points in accordance with the order of the Ministry of Education and Science of the Republic of Kazakhstan No. 125 (max score for COP not less than 7 and no more 15 points in 1-4 classes, at least 7 and no more 20 points in 5-11(12) classes).

  1. Requirements for the performance of summative work by students

The student complies with the rules of academic honesty and the principles of self-control in the implementation of the SOP and SOC:

1) student must work independently, complete tasks without assistance;

2) during the performance of summative work, the student should not use additional educational resources (except those cases, when the specification allows this resource);

  • is responsible for the performance of summative work;

4) after the end of time, allotted for the performance of summative work, student sends their work to the teacher, through available means of communication.

  1. Ways to provide students with summative work assignments:

1) the teacher indicates a specific date for providing answers and sends tasks for summative work to students through the electronic journal system, internet platform, email, chat, tellegramm et al. means of communication.

  • When there is no internet, educational tasks and independent work of children are delivered to their homes using sanitary security measures.
  • If necessary, the teacher advises students through available means of communication.

According to the Model Rules for Conducting Monitoring of Progress, intermediate and final certification of students for organizations of secondary, technical and professional, post-secondary education, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan dated 18 March 2008 Year No. 125 (taking into account the changes and additions made by order of the Ministry of Education and Science of the Republic of Kazakhstan No. 494 from 25.09.2018 of the year) at the end of the semester and academic year in the subjects "Music", "Artistic work", "Physical Culture", "Self-knowledge", "Fundamentals of Entrepreneurship and Business", "Graphics and design" are set "test" ("failure").

In accordance with paragraph 15 Order of the Minister of Education and Science of the Republic of Kazakhstan dated 09.02.2018 № 47 by subject “Self-knowledge”, “Artistic labor”, “Russian language”, “Physical Culture”, “Fundamentals of Entrepreneurship and Business”, “Graphics and design” no cumulative assessment.

The learning task is set for self-study, no mandatory feedback from students is required.

Chapter 5. Optimization of the volume of training tasks for students

in remote format

  1. With distance learning, the traditional understanding of “homework” is changing, since there are only study tasks in subjects according to the curriculum, which must be completed by students on their own at home.

Educational task in distance learning - the type of teacher's task for students, which contains a requirement to perform any learning activities using various resources, including digital educational resources.

The content and volume of training tasks are determined by the objectives of the lesson or the system of lessons, the progress of work on the topics of the curriculum and the need to attract auxiliary means of learning.

Distance learning is provided through a flexible schedule for each class, when students know, What subjects are taught every day.

Study assignments are given once on the same day, when a lesson on a subject is scheduled. Sending an educational task by a teacher by voice message is not allowed.

Correct communication between the teacher and students is ensured through the use of Internet platforms, streaming platforms and other messengers, taking into account ethical and pedagogical standards, aimed at educating the personality of students, formation of Internet behavior skills, cyber culture, cyber hygiene of participants in the educational process (teacher, student, parent (legal representative).

Guidelines

on the organization of the educational process in organizations of technical and professional, post-secondary education during the period of restrictive measures,related to preventing the spreadcoronavirus infection

Chapter 1. General provisions

1.These Guidelines for the organization of the educational process in organizations of technical and professional, post-secondary education (Further – TVE) during the period of restrictive measures,related to preventing the spread of coronavirus infection are developed to help educational organizations, in order to effectively organize the educational process and implement academic policy in 2020-2021 academic year. Methodological recommendations are used by all TVE organizations, regardless of ownership.

  1. The forms of organization of the educational process in TVE organizations are determined depending on the sanitary- epidemiological situation:

1) under enhanced quarantine regime- remote format (using distance learning technologies (Further – DOT);

2) with a steady reduction in the incidence, a combined format is implemented in compliance with strict sanitary safety measures;

3) with further sustainable improvement of the sanitary and epidemiological situation- normal operation with strict sanitary safety measures;

4) full regular regime in compliance with sanitary safety measures.

  1. 3. In normal mode, in compliance with sanitary security measures, colleges are allowed to work, located in rural areas and small towns (by definition of local executive bodies and coordination of the chief state sanitary doctors of the respective territories), as well as colleges under the Committee of the Penitentiary System of the Ministry of Internal Affairs of the Republic of Kazakhstan and the Republican State Institution "Cadet Corps of the Ministry of Defense of the Republic of Kazakhstan" (to 15 students in groups).
  2. The new academic year in the context of COVID-19 activity determines the implementation of organizational measures in the following areas:

1) ensuring the sanitary and epidemiological regime (Further – SIR) in educational buildings and hostels;

2) familiarization of all employees and students with the Regulations for ensuring the SIS;

3) organization of educational activities, taking into account quarantine conditions;

4) advanced training of teachers to acquire skills in working with the use of ICT;

5) development of own educational content (online courses) on various educational platforms;

6) monitoring the quality of education in the context of quality assurance policy;

7) providing a personal identification system during intermediate and final certification;

The purpose of these recommendations is to provide methodological assistance in organizing the educational process in the format of distance or blended learning in quarantine.

  1. These recommendations are aimed at solving the following problems:

1) organization of the educational process in the format of distance learning and ensuring its quality;

2) ensuring the sanitary and epidemiological regime in educational buildings, hostels and on the territory of the TVE organization;

3) recommendations on the use of technologies/learning methods;

4) integration of all types of professional practices and theoretical training;

5) development of own courses on Internet platforms;

6) providing a personal identification system during the intermediate and final certification in a remote format.

Chapter 2. Order aboutorganization of the educational process in a remote format

  1. In all specialties, all theoretical classes are held remotely.. Laboratory and practical classes, industrial training and professional practice – in regular format, these classes will be rescheduled to a later date.. Where necessary, on-the-job training and professional practice, laboratory work and practical classes of intermediate courses are postponed to other dates of the training period.
  2. Use of virtual laboratories is allowed, simulators, simulators, allowing students to master professional competencies. In this case, job training, professional practice, laboratory work and practical classes are conducted remotely.
  3. Mostly the educational process will be organized in a remote format using DOT.

In colleges for pedagogy, economic, social and humanitarian specialties and specialties in the field of information technology 100 % distance learning.

Technical, technological, agricultural areas, in the specialties of medicine and art, theoretical classes are held in a remote format. Classes, those requiring full-time work are postponed to a later date.

4) networked learning management systems, educational content or service;

5) testing complexes;

6) contribute to the active awareness of all participants in distance learning, trained.

  1. When implementing educational programs using DOT, the organization of education independently:

1) creates conditions for the functioning of the information and educational environment.

2) determines the procedure for providing educational and methodological assistance to students, including in the form of individual consultations, rendered remotely using information and telecommunication technologies;

3) determines the ratio of the volume of classes, conducted through direct interaction between the teacher and the student, and classes with the use of DOT;

4) provides access to all participants in the educational process to the information system, in which the entire educational, reference and methodological material, testing system, to various electronic resources and sources;

5) makes management decisions when circumstances arise, independent of the actions of participants in the educational process.

  1. The TVET organization has the right to use any learning technologies, ensuring the quality of knowledge in accordance with the requirements of state obligatory standards of technical and professional, post-secondary education (Further – GOSTiPO).

The TVET organization independently chooses an Internet platform for organizing distance learning, the most suitable curriculum in terms of functionality and content, implemented by the educational institution.

  1. Organization of education. conducts familiarization of participants in the educational process with technologies and the training system.
  2. Consultations are carried out in the form of individual and group lessons. The interaction of the teacher and the student is carried out using various types of communication.
  3. Theoretical classes are conducted remotely using various types of communication, including video streaming.

Education using DOT is based on a combination of distance learning sessions online or offline and independent work of students. The continuous duration of online classes for students does not exceed 35 minutes.

  1. Passage of professional practice, production training is postponed to later terms of the academic semester.
  2. When teaching persons with special educational needs, distance learning technologies should provide for the possibility of receiving and transmitting information.
  3. The class schedule must match, curriculum content, ensure a uniform load of students with all types of training sessions during the training period (by the end of the training period, all training sessions must be held in the relevant academic discipline/module and taking into account the requirements for the volume of the weekly teaching load).
  4. Teachers are not allowed to visit the teacher's, holding extra-curricular activities and parent-teacher meetings. All events, operational meetings are held remotely.
  5. Carrying out all types of events with a mass gathering of people, including cultural, educational, mass sporting events during the period of restrictive measures,related to the spread of coronavirus infection is prohibited.
  6. Educational and methodological support of the educational process using distance learning technologies is carried out in accordance with the procedure for the formation of educational and methodological complexes, the Appendix 1.
  7. The organization of classes using distance learning technologies is carried out in accordance with the procedure, given in the Appendix 2.
  8. The educational process during the period of restrictive measures,related to the spread of the coronavirus, organized in accordance with the requirements, given in the Appendix 4.
  9. Participants in the educational process of TVE organizations carry out activities in accordance with the functions, given in the Appendix 5.
  10. 26. Conditions for students are created in the dormitories of the TVE organization, living in remote settlements and not having the opportunity to study remotely (slow Internet, lack of a personal computer and others).
  11. Accommodation in the hostel of students, taking into account sanitary and epidemiological requirements, is carried out in accordance with the procedure, given in the Appendix 6.

28.In normal mode colleges are allowed to work in compliance with sanitary security measures, located in rural areas and small towns, as well as colleges under the Committee of the Penitentiary System of the Ministry of Internal Affairs of the Republic of Kazakhstan and the Republican State Institution "Cadet Corps of the Ministry of Defense of the Republic of Kazakhstan" (to 15 students in groups).

At the same time, it is necessary:

1) scheduling classes with start and end times to avoid one-time contact and crowding of students;

2) increase in shifts, by shortening the duration of the session to reduce physical contact;

3) learning in groups or subgroups (within a day or by day of the week) in compliance with all sanitary standards;

4) exclusion of the cabinet system;

5) organization of breaks between classes at different times for different groups;

6) ventilation, quartzing of cabinets and all rooms;

7) hand washing and use of special means;

8) ensuring the mode of wearing masks;

9) wet cleaning of classrooms after every second lesson;

10) wet cleaning between shifts in the corridors, recreation, wet cleaning after each group lesson;

11) functioning of medical rooms and isolation rooms for daily temperature measurement, identifying symptoms of disease, isolation, in case of detection of diseased, announcement of quarantine and transition to distance learning for the entire group, control of the state of studying groups, with the subsequent return of the group to normal mode, an agreement with a medical institution (polyclinic, hospital) for emergency services and assistance when needed.

  1. 29. The state scholarship for students of TVET organizations is paid monthly in accordance with the Decree of the Government of the Republic of Kazakhstan dated 7 February 2008 Year No. 116 "On the approval of the Rules for the appointment, payment and size of state scholarships to students in educational organizations ".
  2. Canteen is canceled (buffets). Compensation instead of food is paid in accordance with the Decree of the Government of the Republic of Kazakhstan dated 12 March 2012 Year No. 320 "About size approval, sources, types and Rules for the provision of social assistance to citizens, who receive social assistance.
  3. 31. The procedure for the work of teachers and other employees of TVET organizations and the terms of payment are determined by the labor, collective agreements in accordance with labor legislation.

At the same time, the employer, with the adoption of the relevant act, has the right to independently determine the following groups in accordance with labor legislation:

workers, ensuring the life and functioning of educational organizations (administrative support, technical staff);

workers, performing labor functions to ensure the educational process and monitor lesson attendance based on distance learning technologies (including for teachers in all subjects, carrying out directly the educational process; psychologists, providing psychological assistance in the form of consultations and other forms; social educators, librarians, carrying out the work of the online library other remote work; defectologists,providing individual online consultations, teachers of the deaf; laboratory assistants, carrying out and verifying the remote implementation of laboratory and practical work within ten working days after the state registration of this order to the Legal Department of the Ministry of Education and Science of the Republic of Kazakhstan etc).

Chapter 3. Organization of the educational process in a combined format in compliance with strict sanitary safety measures

  1. With a steady reduction in the incidence rate, the college is gradually transitioning to a combined format.
  2. Training sessions will be organized remotely and in regular mode.   4. 35. Industrial training and professional practice, laboratory work and practical classes are carried out in whole or in part on the basis of enterprises or in TVET organizations (depending on the specialty) depending on the specialty.

36.When organizing training in a combined format, it is necessary:

1)two timetables: separate classroom lessons, indicating the time of their beginning and end;

3) conducting classes in classrooms, taking into account the observance of a distance of at least two meters, carry out with the abolition of the cabinet system with the strengthening of the sanitary and epidemiological regime;

4) organization of breaks between classes individually for each group;

5) closing of reading rooms in libraries;

6) instructing students, contribute to the active awareness of all participants in distance learning, industrial training masters, other workers, parents (legal representatives) on compliance with sanitary and hygienic requirements.

7) daily monitoring of health worker visits and health monitoring of students and other staff.

Persons older than 65 years and faces, registered in the dispensary for illness.

  1. Educational and methodological support of the educational process using distance learning technologies is carried out in accordance with the procedure for the formation of educational and methodological complexes, given in the Appendix 1.
  2. The organization of classes using distance learning technologies is carried out in accordance with the procedure, given in the Appendix 2.
  3. The educational process during the period of restrictive measures,related to the spread of the coronavirus, organized in accordance with the requirements, given in the Appendix 4.
  4. Participants in the educational process of TVE organizations carry out activities in accordance with the functions, attached 5.
  5. Accommodation in the hostel of students, taking into account sanitary and epidemiological requirements, is carried out in accordance with the procedure, given in annex no. 6.
  6. Canteens canceled (buffets). For catering students, living in hostels are allowed to work canteens (buffets) takeaway only. At the same time, the catering facility complies with all the requirements in accordance with the current regulatory legal acts and Resolutions of the Chief State Sanitary Doctor of the Republic of Kazakhstan and territories.
  7. Holding all types of events, including cultural, educational, mass sporting events during the period of restrictive measures,related to preventing the spread of coronavirus infection are held in small groups with strict observance of sanitary requirements and (There are no watermarks or extraneous inscriptions on the images) remotely.

Chapter 4. Organization of the educational process in a regular mode in compliance with strict sanitary safety measures

  1. With a further steady improvement in the sanitary and epidemiological situation, students of the first and intermediate courses go into regular mode in compliance with strict sanitary safety measures.

The college is slowly reopening.

When organizing a regular training regime, limit the work of teachers, belonging to the risk group, having the following indications:

1) age older 65 years;

2) having concomitant CSD (arterial hypertension, CHF and others);

3) concomitant chronic diseases of the upper respiratory system (COPD, BA, fibrotic changes in the lungs);

4) endocrinopathy (diabetes, metabolic syndrome, obesity and others);

5) immunodeficiency states (oncological, hematological, patients on immunosuppressive therapy, etc.);

6) pregnant women;

7) other severe chronic diseases.

Chapter 5. Organization of the educational process in full regular mode in compliance with strict sanitary safety measures

  1. With a favorable sanitary and epidemiological situation, the TVET organization begins to function in full normal mode.

8) synchronous learning – kind of online learning, in which interaction between students and teachers takes place in real time. Listeners can receive information, work with her alone or in groups, discuss it with other participants and teachers from anywhere in the same period of time for everyone;

9) asynchronous learninglearning format, in which the process of transferring knowledge or skills is not tied to a specific place and time;

Chapter 4. Learning formats in 2020-2021 academic year

OVPO, by decision of the collegial body, makes appropriate changes and additions to its Academic Policy, approves the list of available online courses based on their organization, other organizations, MOOC, defines the rules for recognizing the results of formal and non-formal learning, procedure for transferring academic credits, takes measures to create an appropriate electronic information and educational environment.
  3. 23. When switching to a distance learning format:

1) the teacher decides whether to use an existing online course in a particular discipline or to conduct classes using remote technologies;

2) there is no need to conclude any agreements with teachers when changing the format of teaching an academic discipline with the use or complete substitution for online courses;

3) any format of training is carried out within the framework of the approved working curriculum of the discipline (syllabus);

4) OVPO places on the official website or information system of the university information on the timing of the implementation of online courses, indicating the dates of completion of registration, students enrolled in online courses.

  1. 24. The use of mixed models of distance learning is allowed: synchronous or asynchronous learning, online or offline, mixed, alternative formats, such as lectures in the form of webinars or providing access to lectures previously recorded by teachers; conducting seminars in the form of remote assignments during seminars in accordance with the current schedule at the university, etc..

Conducting lectures online is allowed in the amount 20 minutes, at the same time, students are provided with a full summary or a full presentation of lectures. Online lectures are held in accordance with the approved schedule.

  1. 25. It is recommended to provide students with the opportunity to choose online courses from leading universities or well-known educational platforms for mastering the educational program.
  2. 26. OVPO uses personal identification technologies in cases, when a student of an online course passes an online assessment.
  3. 27. OVPO can use two main models:

1) conducting distance learning;

2) using your own online courses or online courses, developed by leading universities.

In the first case, the university transfers its own courses to a distance format (can use LMS, public platforms) and provides students with a connection algorithm and instructions for use, current class schedule.

In the second, it offers students an online course(y), which must be mastered and provides students with an algorithm for connecting to the platform (For example, Coursera courses). The online course can be accompanied by seminars and independent homework in a remote form.

In the course of mastering the online course, the OVPO teacher, where the student is studying, provides educational and methodological support, conducts current control and intermediate certification.

  1. 28. The consent of the student to the processing of personal data and acceptance of the terms of the user agreement of the online platform is issued in accordance with the OVPO policy.

Tasks must be completed accurately and in a timely manner, placed in the relevant sections of the discipline in the LMS. It is obligatory for students to regularly upload completed tasks for verification (as Word files, Excel or scanned copies, screenshots, photographs, etc.) and monitoring attendance and progress monitoring.

If necessary, the teacher can organize face-to-face consultations on the discipline. The teacher can also use the courses (parts of courses) shared on Open edX platforms, Coursera; other educational organizations using a blended form of education.

Chapter 5. Requirements for the organization of educational activities

  1. 34. Under quarantine, caused by the COVID pandemic 19, the organization of educational activities in the OVPO is carried out with the obligatory observance of preventive measures and the provision of a sanitary and epidemiological regime (hereinafter - SIR), general requirements for the organization of the educational process, general requirements for the organization of the educational process, when switching to a blended learning format, while maintaining traditional face-to-face learning, requirements for online courses, to the level of preparation of the teacher, ensuring the availability of education using distance technologies for students with special educational needs.
  2. 35. In order to implement preventive measures and ensure the SES, the OVPO independently develops the Regulations for ensuring the SES, informs all staff and students (placement on the site, explanatory and organizational meetings, infographic) and ensures compliance with it by students and staff.
  3. 36. OVPO takes measures to ensure SER in educational buildings, dormitories and OVPO territories (Mandatory equipment with non-contact thermometers, sanitizers with an antiseptic and, as far as possible, subject to technical safety, the installation of disinfection tunnels).
  4. 37. In order to comply with the SER in the educational process of the OVPE, it is recommended:

1) do not hold mass events and exclude the possibility of crowds;

2) when scheduling classes, take into account: classroom occupancy (social distancing - 1 man on 1 sq.m., in laboratories 5 sq.m.); when scheduling online classes, take into account network bandwidth, server hardware characteristics; load on the video server with the maximum simultaneous connection; the class schedule should be available to students online;

3) reduce the duration of the classroom to 40 minutes while increasing CPC hours; plan the schedule of laboratory classes, taking into account the SER (ensuring social distance, disinfection of equipment between classes);

4) establish a rolling break schedule to ensure that different academic groups do not overlap during breaks (For example, start start of classes of one stream in 9.00, another thread in 9.15). In the schedule, provide for a break between training sessions of at least 20-25 minutes to sanitize classrooms, including, air disinfection and ventilation;

5) ventilate the corridor and recreation areas during training sessions;

8)provide for the installation of transparent partitions in the workplace, laboratories, classrooms, used in the educational process (if necessary);

  1. 38. The organization of the educational process is carried out in compliance with the general requirements:

1) State obligatory standards of higher and postgraduate education;

  1. 41. When switching to a full format of distance learning, the organization of the educational process of the VPO creates a condition for:

1) functioning of the virtual (online) Registrar's office, virtual deanery, virtual administration;

2) engaging Digital Officers, digital volunteers;

3) creation of necessary IT – OVPO infrastructure for the uninterrupted organization of training sessions in the DL mode: a stable network connection, server hardware, SHD, functioning of cybersecurity systems;

4) ensuring the functioning of the LMS and the DOT OVPO platform with full coverage of the educational process management functionality using one or more platforms integrated with each other;

5) creating quality content (online course, cases, etc.) and provision of electronic library resources, involving the monitoring of educational content;

6) provision of the necessary educational content to students in full and the functioning of the electronic journal with the ability to adjust the weighting coefficient of control measures;

7) increasing ICT – competencies of teachers, development of skills to develop your own online courses, electronic cases, skills in the application of criteria-based assessment of educational achievements, contribute to the active awareness of all participants in distance learning;

8) organization of theoretical training using various types of training services and platforms, recommended by the teacher in the syllabus (online courses, asynchronous communications, training at a convenient time for the student, or organizing online classes according to the schedule);

9) laboratory, practical classes are held remotely according to the schedule, or with the opportunity to study at any time. For educational programs, where laboratory equipment is required, it is recommended to use: simulators, virtual laboratories, augmented and virtual reality programs, case studies;

10) recommended at least 30% translate classes into an asynchronous format;

11) implementation of professional practice in various formats depending on the direction of training and the place of passage - traditional, remote, mixed etc.

12) for students 1 course is recommended 2 – 4 weeks of the in-person/remote orientation period in September for:

– adaptation and familiarization with the academic policy of the OVPO, the policy of teaching and assessment in EHPE;

– getting login and passwords, registration in the OVPO system;

– conclusion of an agreement for the receipt of educational services;

– getting to know an adviser;

– registration/recording and formation of IEP;

– briefing on the implementation of the Regulations for ensuring the EMS.

Also for work training.:

  • with electronic library;
  • in LMS and DOT platforms;
  • on platforms, supporting real-time video communication (Microsoft Teams, BigBlueButton, Skype, GoogleMeet, HangoutsMeet, Lark, Skype, CiscoWebEx, JitsiMeet and others);
  • in the proctoring system of the procedure for conducting intermediate and final certification (ProctorEdu, Examus, ProctorExam, ProctorU, Hesperus, proctoring systems, developed by OVPO, etc.);
  • familiarization with the work of youth organizations of the university and joining these organizations;

In case of impossibility of arrival of nonresident students during the full-time, it is recommended to conduct these classes for them remotely.

13) for undergraduates and doctoral students 1 course is recommended 1 – 2 weeks of face-to-face classes in September for adaptation and familiarization with the training system, see. subparagraph 9), in addition to determine the trajectory of scientific research, selection and acquaintance with the supervisor, filling out an individual work plan.

In case of impossibility of arrival of nonresident students during the full-time, it is recommended to carry out these activities for them remotely.

14) transferring the internship of undergraduates and doctoral students to another academic period, or an organization in a remote format;

15) organize research work of undergraduates and doctoral students remotely or in laboratories, taking into account the SER;

16) practical training of students in the field of healthcare is regulated by the authorized body in the field of healthcare in accordance with the order of the Minister of Health of the Republic of Kazakhstan No. 647 with additions and changes from 21.02.2020 of the year "On the approval of the State Educational Standard for Medical and Pharmaceutical Specialties".

17) The readiness of the university for the distance learning format is determined by compliance with the criteria for course requirements, to student identification and proctoring, corruption risk map, to telecommunication networks, to technical equipment, to LMS University, checklist "Readiness of OVPO for the format of distance learning".

  1. 42. With a partial distance learning format, so-called mixed format, the organization of the educational process creates conditions for the implementation of p.p.. 1-10 P. 41.

The ratio of the share of online and offline classes is chosen by the OVPO based on the content and specifics of the courses.

As part of the academic independence of the OVPO, it is allowed, when implementing a blended learning format, to organize the teaching of academic disciplines in a traditional format of no more than 30%. In the traditional format, laboratory / studio classes can be held in a modular format.

When organizing training in areas of education: Art; Natural Sciences, mathematics and statistics; Engineering, manufacturing and construction industries; Agriculture and bioresources; Veterinary; Services (Transport services); Healthcare plan to conduct laboratory classes at the university campus.

OVPO is also allowed to plan "windows of internal academic mobility", that is, it is allowed to organize the study by students of individual academic disciplines online or laboratory classes in other educational institutions.

  1. 43. In the context of a full or partial transition to a distance learning format, AEPE teachers must have ICT competencies, pedagogical technologies and methodological tools for working in digital education.
  2. 44. OVPO establish qualification requirements, conducts regular monitoring of the compliance of teaching staff with these requirements and provides training and advanced training of teaching staff in the field of ICT competence:

1) pedagogical training:knowledge of the requirements for the development and creation of e-learning content/resources;

2) methodological preparation: possession of innovative methods and educational technologies (project-based learning, learning gamification, flipped learning, blended learning, etc.); possession of methodological techniques for developing your own online courses; research competencies (the ability to explore the results of their activities, analyze and improve); mastering the skills of effective organization of self-regulatory organizations, motivation for SR;

3) information technology skills: availability of ICT competencies; ability to develop your own online courses; ability to use simulators, virtual laboratories, VR systems according to the profile of taught disciplines; ability to use platforms, supporting real-time video communication (BigBlueButton and others); ability to use educational environment management systems (Learning Environment), For example, BlackBoard, Docebo Learn и Google Classroom.

OVPO is recommended to conduct advanced training courses with 20 on 28 august 2020 years for teaching staff and staff.

Chapter 6. Use of educational platforms and electronic resources

  1. 46. OVPO is encouraged to use educational platforms and electronic resources, aimed at supporting the learning process, widely used among users and having a multilingual interface, supporting distance learning.

LMS allows you to place electronic educational material in various formats, organize and provide access to educational material, monitor the progress of studying the material and completing assignments, organize the interaction of participants in the educational process by means of network communications.

Learning content requirements (content quality assessment criteria, criteria for determining labor costs, requirements for the structure and design) it is recommended to officially approve and publish on the website or information system of the OVPO.

  1. 48. EHPOs place educational materials in the LMS, ensuring free access of students to educational materials, which include lecture materials, seminars / practical and / or laboratory classes, tasks for independent work.

Additionally, LMS can host electronic educational publications, presentations, video lectures, videos, audio recordings, animations, drawings, blueprints, photos, links to electronic resources.

  1. 49. MOOC platforms provide interactive content with user forums or social media discussions, supporting interaction between students and teachers, as well as direct feedback in the form of quick tests and assignments.
  2. 50. OVPO is encouraged to share resources in the development of distance courses and MOOCs, conclusion of interuniversity agreements for the organization of joint network use of electronic resources, as well as user agreements with MOOC platforms. EBOs can use MOOC platforms in the learning process in several ways:
  • in case of partial compliance of MOOC materials with the syllabus of the taught academic discipline, it is possible to use MOOC materials in the educational process under the guidance of a teacher;
  • in the case of full compliance of the content of MOOC materials with the syllabus of the taught academic discipline, it is possible to re-credit academic credits on the basis of a certificate of successful completion of the MOOC platform course by the student;
  • in case of compliance of the MOOC learning outcomes with the learning outcomes of the HPE discipline, it is possible to re-credit academic credits on the basis of a certificate of successful completion of the MOOC platform course by the student;

  1. 68. The results of monitoring the organization of distance learning showed, that distance learning technologies can be introduced and used in the OVPE of the RK.
  2. 69. In order to effectively implement distance learning technologies, OVPE is recommended:

1) work out the issue of introducing a new teaching methodology: Blended Learning, flipped class, online course, mixed course (inactive), mixed (interactive), flipped class, interactive online course;

2) make extensive use of the modular system for constructing an educational program, which will allow the integration of all types of practices in the theoretical period of study;

3) plan lectures online or by preparing a video recording, and seminars and laboratory classes – in small academic streams up to 15 people;

4) provide a proctoring system with the procedure of intermediate and final certification (for TO), as well as checking all written works for uniqueness through anti-plagiarism systems;

5) provide SIR in buildings, dormitories and on the territory of the OVPO.

  1. VPO should be ready to organize the educational process in the next academic year according to three scenarios.

71.OVPO is recommended to take the following steps:

  • Rethink academic policy, providing distance learning.
