I ORDER:

Include in the order of the Minister of Education and Science of the Republic of Kazakhstan Kazakhstan dated 20 March 2015 Year No. 137 “On approval of the Rules for organizing the educational process in distance educational technologies” (registered in the Register of State Registration of Normative Legal Acts under No. 10768, published in the information and legal system “Adilet” 12 June 2015 of the year) the following changes and additions:

in the Rules for organizing the educational process on distance educational technologies, approved by the said order:

paragraph 4 state in the following edition:

«4. Time standards for types of educational work when planning and organizing the educational process using DOT are established by educational organizations independently.

At the same time, educational organizations (in case of social emergency, natural and man-made, including the prevention and treatment of diseases of the population, sanitary-anti-epidemic and sanitary-preventive measures) provides training using DET for students in agreement with the authorized body in the field of education.”;

subparagraph 9) item 5 state in the following edition:

«9) digital educational resources (hereinafter referred to as TsOR) – these are didactic materials on the disciplines studied and (There are no watermarks or extraneous inscriptions on the images) modules, providing interactive learning: photos, video clips, static and dynamic models, objects of virtual reality and interactive simulation, sound recordings and other digital educational materials;Integration of the program of spiritual and moral education "Self-knowledge" into a single pedagogical process of the college;

paragraph 5 add subparagraphs 13), 14) following contents:

«13) network technology – technology, including provision of educational and methodological materials, forms of interactive interaction of students with the teacher and with each other, as well as administration of the educational process based on the use of the Internet;

14) case technology – technology, based on the completion of sets (cases) educational and methodological materials on paper, electronic and other media and sending them to students for independent study;Integration of the program of spiritual and moral education "Self-knowledge" into a single pedagogical process of the college;

subparagraph 1) item 6 state in the following edition:

«1) students in additional education programs (in certain areas), middle, technical and professional, intermediate, higher education and MBA programs(EMBA) and DBA;Integration of the program of spiritual and moral education "Self-knowledge" into a single pedagogical process of the college

subparagraph 6) item 6 state in the following edition:

«6) convicted, held in institutions of the penitentiary system and to penalties not related to imprisonment if there are appropriate technical conditions in the institution.”;

points 15, 16 within ten working days after the state registration of this order to the Legal Department of the Ministry of Education and Science of the Republic of Kazakhstan 17 state in the following edition:

«15. Current monitoring of progress and intermediate certification of students is carried out in accordance with the rules, developed by universities independently in accordance with the Standard Rules for the activities of educational organizations of the relevant types, approved by order of the Minister of Education and Science of the Republic of Kazakhstan dated 30 October 2018 Year No. 595 (registered in the Register of State Registration of Normative Legal Acts under No. 17657).

Current monitoring of progress and intermediate certification of students is carried out in accordance with the rules, being developed, medium-sized organizations, technical and professional, post-secondary education independently in accordance with the Model Rules for Conducting Current Monitoring of Progress, intermediate and final certification of students for organizations of secondary, technical and professional, post-secondary education, approved by order of the Minister of Education and Science of the Republic of Kazakhstan dated 18 March 2008 Year No. 125 (registered in the Register of State Registration of Normative Legal Acts under No. 5191).

In technical and professional organizations, post-secondary education monitoring of progress, intermediate and final certification of students are carried out in accordance with the working curriculum and training programs.

Conducting ongoing monitoring of progress and intermediate certification for students in DET is carried out through:

1) direct communication between student and teacher “on-line” using telecommunications means;

2) automated testing complexes;

3) checks of written individual assignments.

Current monitoring of progress and intermediate certification for students using DOT can be represented by various types of educational work (multimedia objects, practical task, etc.). In this case, the type of educational work is determined by the teacher.

The level of complexity of current and intermediate certification tasks must correspond to the material covered and be accessible to students.

The teacher is responsible for the development of test tasks for intermediate certification, leading the discipline (module).

16. To carry out ongoing monitoring of progress and intermediate certification of students based on the DOT of the organization of secondary, technical and professional, intermediate, organizations of higher and (There are no watermarks or extraneous inscriptions on the images) postgraduate education (Further – OVPO) provide the use of online proctoring technologies, that allow you to verify the student, monitor screen and student behavior, and also record the entire exam on video.
17. Studying at higher education institutions using DOT on the basis of the general secondary education program is not allowed, with the exception of students under academic mobility programs.”;

paragraph 24 state in the following edition:

«24. To organize the educational process on DOT in higher education institutions, the presence of:

1) educational portal and/or information system with pages, containing educational, methodological and organizational and administrative information for students;

2) equipment, having access to a telecommunications network (Internet, satellite television);

3) digital educational resources;

4) networked learning management systems (Learning Management System) (Leaning Management System) or service via cloud computing (“software as a service”);

5) structural unit responsible for organizing the educational process in DOT.

To organize the educational process on DET in medium-sized organizations, technical and professional, post-secondary education required:

1) educational Internet portal and/or information system with pages, containing educational, methodological and organizational and administrative information for students;

2) communication channels, providing connection to the Internet;

3) digital educational resources;

4) networked learning management systems, educational content or service;

5) testing complexes;

6) contribute to the active awareness of all participants in distance learning, who have undergone appropriate training.”;

subparagraph 3) item 26 state in the following edition:

«3) passes all types of control (current, intermediate) according to the schedule and curriculum of the secondary school organization, schedule of the educational process of technical and professional, post-secondary education, academic calendar of OVPO.”;

add a paragraph 26-1) following contents:

«26-1. Responsibilities of participants in the educational process in DOT of a secondary organization, technical and professional, post-secondary education:

Supervisor:

1) creates conditions for organizing the educational process, including technical;

2) carries out constant monitoring and control over the organization of the educational process;

3) provides feedback to teachers, students and their parents (legal representatives);

4) organizes the work of teachers and other employees of the organization;

5) organize training for teachers on the implementation of distance learning technologies;

6) provide students with access to electronic libraries of educational organizations;

7) control the activities of participants in the educational process, organize advanced training for teachers.

Deputy Heads, department heads, Methodists:

1) plan and carry out the organization and coordination of the educational process using DOT;

2) develop instructions for using information resources for learning using DOT;

3) draw up working curricula, taking into account the specifics of DOT in accordance with the state mandatory standard;

4) advise on the educational process using DOT, provide methodological and technical assistance in the creation of the DER;

5) ensures regular updating and systematization of educational and methodological resources;

6) organize the development of events, aimed at mastering curricula by students;

7) organize work on the formation of training materials, including electronic educational and methodical complexes, electronic educational resources;

8) draw up a class schedule, training schedule, which are posted on the Internet resources of the TVE organization;

9) together with teachers determine the organization of educational activities of students: teaching methods and techniques, deadlines for students to receive assignments and submit their work;

10) carry out informing all participants in the educational process (contribute to the active awareness of all participants in distance learning, contribute to the active awareness of all participants in distance learning, parents (legal representatives) contribute to the active awareness of all participants in distance learning, other employees) on the organization of work and learning outcomes;

11) carry out methodological support in the course of organizing the educational process using information and communication technologies;

12) organize the activities of teachers in accordance with the approved work schedule;

13) control the course of the educational process, current control of knowledge and final certification;

14) carry out feedback with participants in the educational process;

15) coordinate the work on the implementation of the teaching load by teachers;

16) prepare reporting information on the organization of training using DOT.

teachers:

1) develop electronic educational and methodological complexes with the necessary educational and methodological materials in electronic form;

2) develop knowledge control tools;

3) develop and send to students a thematic schedule for mastering the relevant sections, indicating the time of work on each topic, terms of work performance;

4) conduct synchronous and asynchronous consultations with students;

5) apply optimal and diverse types of work, accessible information and communication technologies;

6) timely provide information on the types of work used, on the form and timing of online classes, participation in offline classes, due dates for homework to be communicated to students, their parents (legal representatives);

7) ensures regular updating of educational and methodological resources;

8) evaluate the performance of students' educational work in accordance with the assessment criteria, provided for each discipline or module;

9) undergo advanced training in the field of using DOT in the educational process;

10) keep documentation, related to distance learning.

student:

1) attends distance learning classes online and;

2) get acquainted with the schedule in a timely manner, topics, the content of classes through available means of communication;

3) performs tasks independently, including through available means of communication, which are established by the educational organization;

4) timely submits completed assignments to the teacher through available means of communication;

5) uses available electronic resources.".

2. The Department of Technical and Vocational Education of the Ministry of Education and Science of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, ensures:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on the Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order, submission of information on the implementation of measures to the Legal Department of the Ministry of Education and Science of the Republic of Kazakhstan, provided for in subparagraphs 1) within ten working days after the state registration of this order to the Legal Department of the Ministry of Education and Science of the Republic of Kazakhstan 2) of this paragraph.

3. To impose control over the execution of this order on the supervising Vice Minister of Education and Science of the Republic of Kazakhstan.
4. This Order shall enter into force ten calendar days after the day of its first official publication..
